Residence Requirements:       GreaterAmsterdam School District:  Candidatesmust have been legal residents of the Amsterdam School District for a period ofat least one (1) months immediately preceding the date of the written test.

City ofAmsterdam:  None but preference may begiven to city of Amsterdam Residents.  Tomeet the preference, a candidate must have been a legal resident of the City ofAmsterdam for a period of at least one (1) month immediately preceding the dateof the written test.

Distinguishing Features of theClass: The work involves responsibility for theperformance of moderately difficult clerical related tasks requiring theexercise of independent judgment in the application of prescribed procedures,and the full-time or substantial part-time operation of a computer for theentry and retrieval of information. Duties in this class may involve public contract.  Work is reviewed by observation, crosschecks, periodic or spot checks, cross checking or other steps in the clericalprocess.  An employee in this class mayalso supervise the work of others.  Doesrelated work as required.

Minimum Qualifications:

A.     Graduation from high school orpossession of a high school equivalency diploma and one year of clerical experience which shall have involvedkeyboarding; or

B.    Twoyears of clerical experience which shall have involved keyboarding; or

C.    Anequivalent combination of training and experience as defined by the limits of(A) and (B) above.

Spelling:          Thesequestions test for the ability to spell words that are used in written businesscommunications.

Grammar, Usage, Punctuation:         Thegrammar and usage questions test for the ability to apply the basic rules ofgrammar and usage.  The punctuationquestions test for a knowledge of the correct placement of punctuation marks insentences.

Keyboarding Practices:         Thesequestions test for a knowledge of preferred practices in such areas as letterformat, capitalization, hyphenation, plurals, possessives, word division, wordand figure style for numbers, and common proofreading marks.  In addition, you will be given a passage toproofread and asked questions about how to correct the errors in the passage.

Office Record Keeping:         Thesequestions test your ability to work with office records.  The test consists of two or more sets ofquestions, each set concerning a different problem.   Typical record keeping problems mightinvolve the organization or collation of numerical data from several sources;maintaining a record system using running balances; or completion of a tablesummarizing data using totals, subtotals, averages and percent’s.  You should bring with you a hand-heldbattery or solar-powered calculator for use on this test.  You will NOT be permitted to usethe calculator function of your cell phone.

Office Practices:         Thesequestions test for a knowledge of generally agreed-upon practices governing thehandling of situations which stenographers, typists, and secretaries encounterin their work, as well as a knowledge of efficient and effective methods usedto accomplish office tasks.  The questionswill cover such topics as planning work flow; setting priorities; dealingeffectively with staff, visitors, and callers; filing and retrievinginformation; safeguarding confidentiality; using office  equipment; and making procedural decisions andrecommendations which contribute to a well-managed office.


Calculators are recommended for this exam:           Quiet,hand-held, solar or battery-powered calculators are permitted.  Devices with typewriter keyboards areprohibited.


Thiswritten examination is being prepared and rated by the NYS Department of CivilService in accordance with Section 23-2 of the Civil Service Law.  The provisions of the New York Civil Servicerules and regulations dealing with the rating of examinations will apply tothis written examination.

“A guideto taking the written test for Senior Key Board Specialist” is available on theNew York State Department of Civil Service website at or in the Office of CivilService Department 61 Church Street Amsterdam.

Performance Test:      Candidateswho receive a passing score on the written test must also qualify on theperformance test in Keyboarding.  TheKeyboarding test will consist of a test in accuracy and speed of keyboarding ata minimum acceptance of 35 words per minute. The qualifying performance test will be given at a later date and thecandidates will be notified as to the time and place.

Keyboarding Performance TestWaiver:                  If a candidate has alreadypassed a 35 word per minute or higher Keyboarding performance or Typist testadministered by either any Civil Service Agency in New York State within 2 yearof the date of the written test or holds a permanent position in a New YorkCivil Service Agency for which they passed a performance exam of at least 35words per minute to be appointed waiver of the performance exam may be made. Itis the candidate responsibility to submit proof.

Applicationforms may be obtained at the Civil Service Office in Amsterdam City Hallbetween the hours of 8:00 A.M – 12:00 P.M or by sending a stampedself-addressed legal envelope to:

Applicationsreceived post-marked after the filing date deadline will not beaccepted.  The applicant should make sureevery question on the application is answered and that the application iscomplete in all respects.  All statementsmade by candidates in their application are subject to verification.  This department does not acknowledge receiptof the applications.  Candidates will benotified of the disposition of their application.  Candidates will be notified by letter, ofwhen and where to appear to take the written test.  If candidates have not received a notice toappear for the written test three (3) days prior to the exam date, they shouldcall our office at (518)841-4341.

Application Fees:

A $10.00non-refundable application fee is required for each separately numberedexamination for which you apply.  Therequired fee must accompany your application. Send certified check or money-order payable to CITY OF AMSTERDAM and write the examination number(s)and your Social Security Number on your check or money order.  Do not send cash.  As no refund will be made, you are urged tocompare your qualifications carefully with the requirements for admission andfile only for those examinations for which you are clearly qualified.  

SabbathObservers/Disabled Candidates/Military Members:

Applicantswhose religious beliefs or military service prevent their taking examinationson the scheduled date and disabled candidates who require specialaccommodations to take the test should indicate the need for specialarrangements on their application. Candidates who are called to military service after filing anapplication should send requests for an alternate test date to the AmsterdamCivil Service Commission as soon as possible before the test date.


Veteransor disabled veterans who are eligible for additional credit must submit anapplication for veteran’s credit with their application for examination or bythe date of the establishment of the resulting Eligible List.  Applications for veteran’s credit areavailable from this office.  Anycandidate who applies for such credit must provide proof of military status to receivethe conditional credit.  No credit may begranted after the establishment of the eligible list.  It is the responsibility of the candidate toprovide appropriate documentary proof indicating that the service was in timeof war, as defined in Section 86 of Civil Service Law, and that the candidatereceived an honor discharge or was released under honorable conditions in orderto be certified at a score including veterans credit.



AlternateTest Date:

Alternativetest dates may be arranged upon review of the circumstances according to theAlternate Test Date policy established by this department.  Under specific circumstances an alternatetest date may be arranged.  Your requestwith written documentation must be received in this office no later than two(2) weeks preceding the examination.

If anyemergency prevents you from appearing for the examination, please notify thisoffice (841-4362) no later than 9:00 A.M on the Monday following the test date,(Tuesday if Monday is a legal holiday) providing verifiable documentation ofthe reason.  A determination will be madeas to if you will be scheduled for an alternate test date.

Multiple Exam Takers:          Ifyou have applied for both State and local government examinations, you mustnotify Amsterdam Civil Service of your intent to take both a State and a localgovernment examination.  When taking botha State and a local government examination you will be required to take allyour examinations at a State examination center.  You will be advised by letter when and whereto report for your examination.

Ifyou have applied for other local examinations examination, call or write toeach Civil Service Agency to make arrangements no later than two weeks beforethe date of examination, as to which test site you will be taking theexamination.


Changeof Address:

It isthe responsibility of the candidate to notify the Amsterdam Civil Service ofany change in name or address.  Noattempt will be made to locate candidates who have moved.

Application Fee Waiver:

A waiverof application fee will be allowed if you are unemployed and primarilyresponsible for the support of a household. In addition, a waiver of application fee will be allowed if you aredetermined eligible for Medicaid, or receiving Supplemental Security IncomePayments, or Public Assistance (Temporary Assistance for Needy Families/FamilyAssistance or Safety Net Assistance) or are certified Job Training PartnershipAct/Workforce Investment Act eligible through a State or Local Social ServiceAgency.  All claims for application feewaiver are subject to verification.  Ifyou can verify eligibility for application fee waiver, complete a “Request forApplication Fee Waiver and Certification: form and submit it with yourapplication by the close of business on the application deadline as listed onthe examination announcement.
