EmploymentOpportunities:            At the present time there is onevacancy in the Greater Amsterdam School District.  This list will also be used for any futurevacancies.

 

Salary:            $28,847

 

ResidenceRequirements:     Musthave been legal resident of Montgomery, Fulton, Saratoga, Schenectady,Schoharie, Otsego, or Herkimer County for a period of at least 0ne (1) monthimmediately preceding the date of the exam. Preference in certification fromthe eligible list may be given to City of Amsterdam residents.

DistinguishingFeatures of the Class:          Thisposition involves responsibility for performing highly complex clerical dutiesand administrative support tasks to further the overall work of theorganization or program.  Incumbentstypically serve as secretaries to the head of a department or major divisionrelieving them of administrative and business detail and resolving day-to-dayoperational problems.  The work isperformed under the general supervision of an administrator with considerableleeway allowed for the use of independent judgment in carrying out workassignments.  Supervision may beexercised over the work of clerical subordinates.  The incumbent does related work as required.

 

MinimumQualifications:     Candidates must meet the followingrequirements on or before the last filing date:

A.   Graduationfrom a regionally accredited or New York State registered college or universitywith an Associate Degree in Secretarial Science or related field and one yearof clerical experience in an office setting, which involved typing; or

B.    Graduationfrom high school or possession of a high school equivalency diploma and threeyears of clerical experience in an office setting, which involved typing; or

C.    Anequivalent combination of training and experience as defined by the limits of(A) & (B) above.

 

Subject ofExamination:      

 

Subjects of examination: A written test designed to evaluateknowledge, skills and /or abilities in the following areas:

1. Grammar/Usage/Punctuation

The grammar and usage questions testfor the ability to apply the basic rules of grammar and usage. The punctuationquestions test for a knowledge of the correct placement of punctuation marks insentences. You will be presented with sets of four sentences from each of whichyou must choose the sentence that contains a grammatical, usage, or punctuationerror.

2. Keyboarding practices

These questions test for a knowledgeof preferred practices in such areas as letter format, capitalization,hyphenation, plurals, possessives, word division, word and figure style fornumbers, and common proofreading marks. In addition, there will be a passage toproofread followed by questions on how to correct the errors in the passage.

3. Office practices

These questions test for a knowledgeof generally agreed-upon practices governing the handling of situations whichtypists, stenographers, secretaries, and office assistants encounter in theirwork, as well as a knowledge of efficient and effective methods used to accomplishoffice tasks. The questions cover such topics as planning workflow; settingpriorities; dealing effectively with staff, visitors, and callers; filing andretrieving information; safeguarding confidentiality; using office equipment;and making procedural decisions and recommendations which contribute to awell-managed office.

4. Working with office records

These questions test your ability towork with office records. The test consists of two or more sets of questions,each set concerning a different problem. Typical record keeping problems mightinvolve the organization or collation of numerical data from several sources;maintaining a record system, using running balances; or completion of a tablesummarizing data using totals, subtotals, averages and percentages. Youshould bring with you a hand-held battery- or solar-powered calculator for useon this test. You will not be permitted to use the calculator function of yourcell phone.

5. Spelling

These questions test for the ability to spell words that are used in writtenbusiness communications.

The New York State Department ofCivil Service has not prepared a test guide for this examination. However,candidates may find information in the publication "GeneralGuide to Written Tests" helpful inpreparing for this test. Thiswritten examination is being prepared and rated by the NYS Department of CivilService in accordance with Section 23-2 of the Civil Service Law.  The provisions of the New York Civil Servicerules and regulations dealing with the rating of examinations will apply tothis written examination.

 

Performance Test:    Candidates who receive a passing score onthe written test must also qualify on the performance test in keyboarding.  The keyboarding test will consist of a testin accuracy and speed of keyboarding at a minimum acceptance of 35 words perminute.  The qualifying performancetest will be given later, and the candidates will be notified as to the timeand place.  If the candidate does notreceive any information with 2 weeks of the written test, it is theirresponsibility to contact the Civil Service Office at (518)841-4341.  Each candidate will be given 2 tries tosuccessfully pass the performance test; this will be done at the same sitting.

Performance TestException:          If a candidate has already passed a 35word per minute or higher Keyboarding performance or Typist test administeredby either any Civil Service Agency in New York State within 2 years of the dateof the written test, a waiver of the performance exam may be made.  It is the candidate responsibility to submitproof.

 

 

                                                           

 

 

Application:   Applications may be obtained at the CivilService Office in Amsterdam City Hall or by sending a stamped self-addressedlegal envelope to:

Applicationsreceived post-marked after the filing date deadline will not be accepted. The applicant should make sure every question on the application isanswered and that the application is complete in all respects.  All statements made by candidates in theirapplication are subject to verification. This department does not acknowledge receipt of the applications.  Candidates will be notified of thedisposition of their application. Candidates will be notified by letter, of when and where to appear totake the written test.  If candidateshave not received a notice to appear for the written test three (3) days priorto the exam date, they should call our office at (518)841-4341.

Donot interpret a notice to appear for, or actual participation in, theexamination as an indication that you fully meet the announced requirements.Depending on the time available before an examination, applicants may beadmitted based on statements made on the application or conditionally admittedwithout prior review of the application. Under these circumstances, candidatesnot meeting the requirements will be disqualified and notified of suchdisqualification. Candidates subsequently disqualified after taking the testwill not be notified of their score.

 

 

Application Fees:      A $15.00 non-refundable application fee isrequired for each separately numbered examination for which you apply.  The required fee must accompany yourapplication.  Send a check or money orderpayable to City of Amsterdam.  Write theexamination number(s) and the applicant’s name on the check or moneyorder.  DO NOT SEND CASH.  Ifyour application is disapproved, the fee will not be refunded.  You should carefully review the announcedminimum qualifications and any residence requirements and apply only for thoseexaminations for which you clearly qualify.

 

ReligiousObserver/Disabled Candidates/Military Members:     Applicants whose religious beliefs ormilitary service prevent their taking examinations on the scheduled date anddisabled candidates who require special accommodations to take the test shouldindicate the need for special arrangements. Military Service Members: If you apply for an examination during thefiling period but are on active military duty on the date of examination isscheduled, you may request a military makeup examination.  Contact Amsterdam Civil Service for moreinformation.  If you are on active dutyor discharged after the filing period has begun, you may apply for theexamination up to ten days before the test date.

 

Section 23.2Statement:        This examination will be prepared andrated in accordance with Section 23.2 of the Civil Service Law.  The provisions of New York State CivilService Law, rules and regulations dealing with the preparation and rating ofexaminations will apply to this examination.

 

Multiple ExamTakers:        If you have applied for both State andlocal government examinations, you must notify Amsterdam Civil Service of yourintent to take both a State and a local government examination.  When taking both a State and a localgovernment examination you will be required to take all your examinations at a stateexamination center.  You will be advisedby letter when and where to report for your examination.

Ifyou have applied for other local examinations examination, call, or write toeach Civil Service Agency to make arrangements no later than two weeks beforethe date of examination, as to which test site you will be taking theexamination.

 

Veteran’s Credit:                  Veterans or disabled veteranswho are eligible for additional credit must apply for veteran’s credit withtheir application for examination or at any time between the dates of theirapplication for examination and the date of establishment of the resultingeligible list. Applications for veteran’s credit are available from thisoffice.  Veteran’s credits can only be added to a passing score on theexamination.

 

EffectiveJanuary 1, 1998, the State Constitution was amended to permit a candidatecurrently in the armed forces to apply for and be conditionally grantedveteran’s credit in examinations.  Anycandidate who applies for such credit must provide proof of military status toreceive the conditional credit.  No credit may be granted after theestablishment of the list.  It is theresponsibility of the candidate to provide appropriate documentary proofindicating the service was in time of war, as defined in Section 85 of CivilService Law, and that the candidate received an honorable discharge or wasreleased under honorable conditions to be certified at a score includingveteran’s credits.

 

Change of Address:  It is the responsibility of the candidate tonotify the Amsterdam Civil Service of any change in name or address for theduration of the eligible list.  Noattempt will be made to locate candidates who have moved.

 

Ifany emergency prevents you from appearing for the examination, please notifythis office (518)841-4341 no later than 9:00AM on the Monday following the testdate, (Tuesday if Monday is a legal holiday) providing verifiable documentationof the reason.  A determination will bemade as to if you will be scheduled for an alternate test date.

 

Application FeeWaiver:      A waiver of application fee will beallowed if you are unemployed and primarily responsible for the support of ahousehold.  In addition, a waiver of applicationfee will be allowed if you determined eligible for Medicaid, or receivingSupplemental Security Income Payments, or Public Assistance (TemporaryAssistance for Needy Families/ Family Assistance or Safety Net Assistance) orare certified Job Training Partnership Act/Workforce Investment Act eligible through a State or Local Social ServiceAgency.  All claims for application feewaiver are subject to verification.  Ifyou can verify eligibility for application fee waiver, complete a “Request forApplication Fee Waiver and Certification” form and submit it with yourapplication by the close of business on the application deadline as listed onthe examination announcement.

 

Children ofFirefighters and Police Officers killed in the line of duty:   In conformance with section 85-a of the CivilService Law, children of firefighters and police officers killed in the line ofduty shall be entitled to receive an additional ten points in a competitiveexamination for original appointment in the same municipality in which his orher parent has served.  If you arequalified to participate in this examination and are a child of a firefighteror police officer killed in the line of duty in this municipality, please informthis office of this matter when you submit your application forexamination.  A candidate claiming suchcredit has a minimum of two months from the application deadline to provide thenecessary documentation to verify additional credit eligibility.  However, no credit may be added after the eligiblelist has been established.
