StartingSalary:         $106,000

Vacancy:        At the present time, there is novacancies, and the list will be used for future vacancies.

ResidentRequirement:         Candidatemust have been legal resident of the Greater Amsterdam School District for atleast one (1) month immediately prior to the exam date.

GeneralStatement:   This is aprofessional business management position responsible for directing,coordinating and performing a variety of business functions in a schooldistrict.

MinimumQualifications:                  

a)      Graduationfrom a regionally accredited or New York State registered college or universitywith a bachelor’s degree in accounting, business education, businessadministration or related field, and one year of business management experiencewhich included accounting and budgeting duties; or

b)      Graduationfrom a regionally accredited or New York State registered college with anassociate degree in accounting, business administration or closely related fieldand three years of experience as described in (a) above; or

c)       An equivalent combination of training andexperience as defined by the limits of (a) and (b) above.

Subjectof Examination:

A written test designed to evaluateknowledge, skills and /or abilities in the following areas:

1.     PreparingWritten Material

These questions test for the abilityto present information clearly and accurately, and to organize paragraphslogically and comprehensibly. For some questions, you will be given informationin two or three sentences followed by four restatements of the information. Youmust then choose the best version. For other questions, you will be givenparagraphs with their sentences out of order. You must then choose, from foursuggestions, the best order for the sentences.

 

2. Understandand Interpreting Written Material

These questions test for the abilityto understand and interpret written material. You will be presented with briefreading passages and will be asked questions about the passages. You shouldbase your answers to the questions only on what is presented in thepassages and not on what you may happen to know about the topic.

3. SchoolFiscal Management

These questions test for a generalknowledge of financial matters as they relate to school business offices. Thequestions may include, but not necessarily be limited to, such matters ascapital and operating budgeting; general and governmental accounting; costanalysis; internal controls; cash management; investment and debt management;insurance and risk management; financial reporting; general and governmentalpurchasing; transportation; food services; and facilities management.

4.Understanding and interpreting tabular material

These questions test your ability tounderstand, analyze, and use the internal logic of data presented in tabularform. You may be asked to perform tasks such as completing tables, drawingconclusions from them, analyzing data trends or interrelationships, andrevising or combining data sets. The concepts of rate, ratio, and proportionare tested. Mathematical operations are simple, and computational speed is nota major factor in the test. You should bring with you a hand-held battery-or solar-powered calculator for use on this test. You will not be permitted touse the calculator function of your cell phone.

5. Evaluating Conclusions in lightof known facts

These questions will consist of aset of facts and a conclusion. You must decide if the conclusion is proved bythe facts, disproved by the facts or if the facts are not sufficient to proveor disprove the conclusion. The questions will not be specific to a particularfield.

6. Administrative Supervision

These questions test for knowledgeof the principles and practices involved in directing the activities of a largesubordinate staff, including subordinate supervisors. Questions relate to thepersonal interactions between and upper level supervisor and his/hersubordinate supervisors in the accomplishment of objectives. These questionscover such areas as assigning work to and coordinating the activities ofseveral units, establishing and guiding staff development programs, evaluatingthe performance of subordinate supervisors, and maintaining relationships withother organizational sections.

The NewYork State Department of Civil Service has not prepared a test guide for thisexamination. However, candidates may find information in the publication “Howto take a written test” helpful in preparing for this test. If anemergency prevents you from appearing for the examination, please notify thisoffice no later than 9:00am on the Monday following the test, (Tuesday ifMonday is a holiday – providing verifiable documentation of the reason.  A determination will be made if you will bescheduled for an alternate test date.

Application:    Applicationsmay be obtained at the Civil Service Office in Amsterdam City Hall or bysending a stamped self-addressed legal envelope to:

Applicationsreceived post-marked after the filing date deadline will not be accepted. The applicant should make sure every question on the application isanswered and that the application is complete in all respects.  All statements made by candidates in theirapplication are subject to verification. This department does not acknowledge receipt of the applications.  Candidates will be notified of thedisposition of their application. Candidates will be notified by letter, of when and where to appear totake the written test.  If candidateshave not received a notice to appear for the written test three (3) days priorto the exam date, they should call our office at (518)841-4341.

 

Application Fees:        A$15.00 non-refundable application fee is required for each separately numberedexamination for which you apply.  Therequired fee must accompany your application. Send a check or money order payable to City of Amsterdam.  Write the examination number(s) and theapplicant’s name on the check or money order. DO NOT SEND CASH.  If your application is disapproved, the feewill not be refunded.  You shouldcarefully review the announced minimum qualifications and any residencerequirements and apply only for those examinations for which you clearlyqualify.

 

Religious Observer/DisabledCandidates/Military Members:          Applicants whose religious beliefs ormilitary service prevent their taking examinations on the scheduled date anddisabled candidates who require special accommodations to take the test shouldindicate the need for special arrangements. Military Service Members: If you apply for an examination during thefiling period but are on active military duty on the date of examination isscheduled, you may request a military makeup examination.  Contact Amsterdam Civil Service for moreinformation.  If you are on active dutyor discharged after the filing period has begun, you may apply for theexamination up to ten days before the test date.

 

Section 23.2 Statement:          Thisexamination will be prepared and rated in accordance with Section 23.2 of theCivil Service Law.  The provisions of NewYork State Civil Service Law, rules and regulations dealing with thepreparation and rating of examinations will apply to this examination.

 

Multiple Exam Takers:          Ifyou have applied for both State and local government examinations, you mustnotify Amsterdam Civil Service of your intent to take both a State and a localgovernment examination.  When taking botha State and a local government examination you will be required to take allyour examinations at a State examination center.  You will be advised by letter when and whereto report for your examination.

Ifyou have applied for other local examinations examination, call or write toeach Civil Service Agency to make arrangements no later than two weeks beforethe date of examination, as to which test site you will be taking theexamination.

 

Veteran’s Credit:                   Veteransor disabled veterans who are eligible for additional credit must submit anapplication for veteran’s credit with their application for examination or atany time between the dates of their application for examination and the date ofestablishment of the resulting eligible list. Applications for veteran’s creditare available from this office.  Veteran’s credits can only be added to apassing score on the examination.

 

EffectiveJanuary 1, 1998, the State Constitution was amended to permit a candidatecurrently in the armed forces to apply for and be conditionally grantedveteran’s credit in examinations.  Anycandidate who applies for such credit must provide proof of military status toreceive the conditional credit.  No credit may be granted after theestablishment of the list.  It is theresponsibility of the candidate to provide appropriate documentary proofindicating the service was in time of war, as defined in Section 85 of CivilService Law, and that the candidate received an honorable discharge or wasreleased under honorable conditions in order to be certified at a scoreincluding veteran’s credits.

 

Change of Address:    Itis the responsibility of the candidate to notify the Amsterdam Civil Service ofany change in name or address for the duration of the eligible list.  No attempt will be made to locate candidateswho have moved.

Application Fee Waiver:        Awaiver of application fee will be allowed if you are unemployed and primarilyresponsible for the support of a household. In addition, a waiver of application fee will be allowed if youdetermined eligible for Medicaid, or receiving Supplemental Security IncomePayments, or Public Assistance (Temporary Assistance for Needy Families/ FamilyAssistance or Safety Net Assistance) or are certified Job Training PartnershipAct/Workforce Investment Acteligible through a State or Local Social Service Agency.  All claims for application fee waiver aresubject to verification.  If you canverify eligibility for application fee waiver, complete a “Request forApplication Fee Waiver and Certification” form and submit it with yourapplication by the close of business on the application deadline as listed onthe examination announcement.

 

Children of Firefighters andPolice Officers killed in the line of duty:         Inconformance with section 85-a of the Civil Service Law, children offirefighters and police officers killed in the line of duty shall be entitledto receive an additional ten points in a competitive examination for originalappointment in the same municipality in which his or her parent hasserved.  If you are qualified toparticipate in this examination and are a child of a firefighter or policeofficer killed in the line of duty in this municipality, please inform thisoffice of this matter when you submit your application for examination.  A candidate claiming such credit has aminimum of two months from the application deadline to provide the necessarydocumentation to verify additional credit eligibility.  However, no credit may be added after theeligible list has been established.
