Vacancies: Thisexamination is being held to establish an eligible list to fill this title inthe City of Amsterdam.
Residency Requirements: Noresidency requirements but under Section 23-4a Civil Service Law preference maybe given to City of Amsterdam residence for appointment. For this preference, a candidate must havebeen a resident of such municipality for at least one month prior to the dateof certification in order to be included in a certification as a resident ofthe City of Amsterdam and must be a City resident at the time of appointment.
Starting Salary: Operator: $22.22
General Statement of Duties: Thiswork involves responsibility on an assigned shift for the efficient andeffective operation and maintenance of a water treatment plant containingfacilities for filtration with pretreatment or a chemical softeningprocess. The incumbent operates avariety of plant equipment and machinery and performs laboratory tests and otheranalyses relative to water filtration and treatment processes. The incumbent also performs basic maintenanceand repair of plant equipment and machinery. The work is performed under the general supervision of a higher-leveloperator in accordance with established policy with leeway allowed for theexercise of independent judgment in planning and carrying out the details ofthe work. Does related work as required.
Trainee: This is a 2-year trainee positionthat requires the incumbent to complete the training and experiencerequirements to obtain a Type IIA Water Treatment Plant Operator certificateissued by the NYS Department of Health. This is required to become an operator.
Operator: Graduation from high school orpossession of a high school equivalency diploma; and one (1) year of operatingexperience at a water treatment plant with facilities for filtration. At time of appointment, must hold a Type IIAWater Treatment Plant Operator certificate issued by the NYS Department ofHealth.
Trainee: Graduation from high school orpossession of a school equivalency diploma.
Subject of Examination:
Written test designed totest for knowledge, skills and/or abilities in such areas as:
1. MECHANICALAPTITUDE: These questions test your ability to identify and understand howbasic mechanical instruments such as motors and gears work.
2. SAFETYPRACTICES: These questions test your knowledge of basic safety practices.
3. TOOLSAND READING OF SCALES AND GAUGES: These questions test your ability torecognize or identify basic tools and their common uses and to make accuratereadings of various types of dials, scales and gauges.
4. ELEMENTARYCHEMISTRY AND GENERAL SCIENCE: These questions test your knowledge of basicprocesses and concepts in chemistry and general science.
5. UNDERSTANDINGAND INTERPRETING WRITTEN MATERIAL: These questions test how well you comprehendwritten material.
6. BASICMATHEMATICS: These questions test your ability to use addition, subtraction,multiplication and division to solve basic arithmetic problems that might beencountered in water and wastewater treatment plant operations. Questions mayalso involve the use of fractions, decimals, averages, and percent’s.

Use of Calculators is allowed. Candidates are permitted to use quiet,hand-held solar or battery powered calculators or slide rules. Devices with typewriter keyboards, spellcheckers, personal digital assistants, address books, language translators,dictionaries, or any similar devices are prohibited.
A single eligible list will beestablished as a result of this examination and will be used to fill vacanciesas they occur. Candidates who aresuccessful in this examination and who have the Type IIA Water Treatment PlantOperator certificate will be certified for appointment at the Operatorlevel. Other eligible’s will becertified at the Trainee level and will be advanced to the journey levelwithout further examination upon satisfactory completion of the certificaterequirement.

Applicationsreceived post-marked after the filing date deadline will not be accepted. The applicant should make sure every question on the application isanswered and that the application is complete in all respects. All statements made by candidates in theirapplication are subject to verification. This department does not acknowledge receipt of the applications. Candidates will be notified of thedisposition of their application. Candidates will be notified by letter, of when and where to appear totake the written test. Application Fees: A$10.00 non-refundable application fee is required for each separatelynumbered examination for which you apply. The required fee must accompany your application. Send a check or money order payable to Cityof Amsterdam. Write the examinationnumber(s) and the applicant’s name on the check or money order. DO NOTSEND CASH. If your application is disapproved, the feewill not be refunded. You shouldcarefully review the announced minimum qualifications and any residencerequirements and apply only for those examinations for which you clearlyqualify.
Religious Observer/DisabledCandidates/Military Members: Applicants whose religious beliefs ormilitary service prevent their taking examinations on the scheduled date anddisabled candidates who require special accommodations to take the test shouldindicate the need for special arrangements. Military Service Members: If you apply for an examination during thefiling period but are on active military duty on the date of examination isscheduled, you may request a military makeup examination. Contact Amsterdam Civil Service for moreinformation. If you are on active dutyor discharged after the filing period has begun, you may apply for theexamination up to ten days before the test date.
Section 23.2 Statement: Thisexamination will be prepared and rated in accordance with Section 23.2 of theCivil Service Law. The provisions of NewYork State Civil Service Law, rules and regulations dealing with thepreparation and rating of examinations will apply to this examination.
Multiple Exam Takers: Ifyou have applied for both State and local government examinations, you mustnotify Amsterdam Civil Service of your intent to take both a State and a localgovernment examination. When taking botha State and a local government examination you will be required to take allyour examinations at a State examination center. You will be advised by letter when and whereto report for your examination.
Ifyou have applied for other local examinations examination, call or write toeach Civil Service Agency to make arrangements no later than two weeks beforethe date of examination, as to which test site you will be taking theexamination.
Veteran’s Credit: Veteransor disabled veterans who are eligible for additional credit must submit anapplication for veteran’s credit with their application for examination or atany time between the dates of their application for examination and the date ofestablishment of the resulting eligible list. Applications for veteran’s creditare available from this office. Veteran’s credits can only be added to apassing score on the examination.
EffectiveJanuary 1, 1998, the State Constitution was amended to permit a candidatecurrently in the armed forces to apply for and be conditionally grantedveteran’s credit in examinations. Anycandidate who applies for such credit must provide proof of military status toreceive the conditional credit. No credit may be granted after theestablishment of the list. It is theresponsibility of the candidate to provide appropriate documentary proofindicating the service was in time of war, as defined in Section 85 of CivilService Law, and that the candidate received an honorable discharge or wasreleased under honorable conditions in order to be certified at a scoreincluding veteran’s credits.
Change of Address: Itis the responsibility of the candidate to notify the Amsterdam Civil Service ofany change in name or address for the duration of the eligible list. No attempt will be made to locate candidateswho have moved.
Ifany emergency prevents you from appearing for the examination, please notifythis office (518)841-4341 no later than 9:00AM on the Monday following the testdate, (Tuesday if Monday is a legal holiday) providing verifiable documentationof the reason. A determination will bemade as to if you will be scheduled for an alternate test date.
Application Fee Waiver: Awaiver of application fee will be allowed if you are unemployed and primarilyresponsible for the support of a household. In addition, a waiver of application fee will be allowed if youdetermined eligible for Medicaid, or receiving Supplemental Security IncomePayments, or Public Assistance (Temporary Assistance for Needy Families/ FamilyAssistance or Safety Net Assistance) or are certified Job Training PartnershipAct/Workforce Investment Acteligible through a State or Local Social Service Agency. All claims for application fee waiver aresubject to verification. If you canverify eligibility for application fee waiver, complete a “Request for ApplicationFee Waiver and Certification” form and submit it with your application by theclose of business on the application deadline as listed on the examinationannouncement.
Children of Firefighters andPolice Officers killed in the line of duty: Inconformance with section 85-a of the Civil Service Law, children offirefighters and police officers killed in the line of duty shall be entitledto receive an additional ten points in a competitive examination for originalappointment in the same municipality in which his or her parent hasserved. If you are qualified toparticipate in this examination and are a child of a firefighter or policeofficer killed in the line of duty in this municipality, please inform thisoffice of this matter when you submit your application for examination. A candidate claiming such credit has aminimum of two months from the application deadline to provide the necessarydocumentation to verify additional credit eligibility. However, no credit may be added after theeligible list has been established.
