Leaf Collection Program - The month of November 2021

FOR IMMEDIATE RELEASE The City of Amsterdam Department of Public Works announces that a pilot program for leaf collection and composting will take place during the month of November 2021. The objectives of the Pilot are as follows: • Remove as many leaves as possible from the City’s waste stream and measure the savings realized on transfer station tipping fees for doing so • Calculate the cost for converting the collected leaves into compost Reasons why every resident of our City should participate in this pilot program: • Composting will help eliminate the costly dumping of these leaves at landfills • Composting can replenish the nutrients in soil, which can then be used as topsoil for other City public works & parks and recreation projects • Composting helps reduce global warming. Leaves are an organic waste and when organic wastes are dumped in landfills, the dark, low-oxygen conditions cause the leaves to degrade into methane, one of the most destructive greenhouse gases • Composting not only prevents methane emissions, it actually pulls harmful carbon gases out of the atmosphere In order to participate in this pilot program, residents must place collected leaves in paper lawn and leaf bags only. It is also important for obtaining the most accurate results possible from this pilot program, that participants only place the leaves they gather (no twigs, branches or other type of trash) in the paper bags. Amsterdam True Value/ACE Hardware is graciously handing out five free large brown paper lawn and leaf disposal bags to the first five hundred residents of our City who go to their store at the upper level of the Riverfront Center and request them (proof of residency may be required). These bags can also be purchased from other local retailers. SOUTHBOUND City of Amsterdam, Montgomery County The New York State Department of Transportation Utica Regional Office has issued the following travel advisory for motorists in the City of Amsterdam, Montgomery County: Beginning Monday, May 24, 2021 motorists traveling southbound on Route 30 (Pearl St.) will encounter a temporary detour at the intersection with Route 5 West Bound (Main St.) for Large trucks and all vehicles pulling trailers. Large trucks and all vehicles pulling trailers will be detoured onto Route 5 East Bound (Front St.) to Schuyler St., to Route 5 westbound then to Route 30 southbound. Drivers of these vehicles MUST follow the detour. Passenger cars, SUVs, and pickup trucks do not need to follow the detour. The detour is expected to remain in place through the end of July. Variable message signs will be in operation notifying local motorists of the detour. Signed detours will be utilized to advise motorists and direct traffic to the appropriate detour routes. Such properties may be either City or privately owned. An updated list of properties to receive Vegetation Control will be provided to the successful bidder on a bi-weekly basis. Note that this bid is seeking a price PER EACH PROPERTY. Bids will be accepted by the City Clerk of Amsterdam until 11:00 a.m. on Thursday, May 20, 2021 when they will be opened publicly and read aloud. The Bids are for the services described above, and as further described in the following Scope of Work: The Contractor awarded the work must perform the following Scope of Work: 1. Provided an initial clean-up of sites contained in the initially provided list. Collect trash, debris, litter, green waste, etc. and either bundle or bag. Place bundles or bags on the curb line. The City Department of Public Works (DPW) will remove this waste material from the curb line at all properties of the most up to date property list. Point of contact information within DPW will be provided to the successful bidder. 2. Cut all brush whether green or woody, and mow the subject lawns to a height of not more than 6-inches at two (2) week intervals 3. At the time of each cutting, bundle or bag litter removed during that site visit. 4. Remove all green waste from sidewalks, driveways, curb lines, etc. after each cutting. 5. Bundle green waste after each cutting and place on the curb line for DPW removal Bidding Instructions (A) One (1) original and one (1) copy of all Bids must be submitted in an envelope clearly marked “Vegetation Control Services”. All invoices submitted to the City for this work must include certified payroll to verify that this requirement has been satisfied. Workers Compensation and Disability The successful low bidder must provide to the City a Form CE200 – Proof of Workers Compensation Insurance, and a Form DB120.1 – Proof of Disability Insurance. (G) All insurance may not be canceled or modified without thirty (30) days written notice by registered U.S. Mail to: City of Amsterdam, City Clerk, 61 Church Street, Amsterdam, NY 12010 Indemnification Requirement: The Bidder/Contractor shall hold harmless, defend and indemnify the City of Amsterdam (“the City”) from all loss, liability, damage, penalty, expense, or fee, including attorney’s fees, or other costs or obligations which result from or arise out of the performance or breach of obligation of the Bidder/Contractor, any employee, agent, or personnel, including without limitation, claims brought against the City by third parties, employees of the City, or employees of the Bidder/Contractor. The indemnification provisions shall survive the termination of the agreement. Contract Period The term of this work is from the date of award continuing for a period not to exceed six (6) months during the calendar year 2021. A 2022 calendar year renewal for an additional six (6) month maximum period may be requested, at the sole discretion of the City. The City further reserves the right to terminate the work of this Contract at the end of the growing season. Standard Form of Contractual Agreement The City of Amsterdam intends to enter into an agreement with the successful vendor. The agreement will incorporate the provisions of the Information to Bidders, the Scope of Work, and the Bid Form submitted by the successful vendor. In the event of any conflict between the Information to Bidders and successful vendor’s Bid Form, the Information to Bidders shall prevail. Award of Contract The City of Amsterdam reserves the right to accept or reject, any, all, or any part of the Bids, to waive formalities or informalities and to award the Bid deemed to be in the best interest of the City. The City of Amsterdam Plumbing Board will be accepting applications for the Plumbing License Examination and a Certificate of Competency through April 2, 2021 to those who qualify. Requirements: A person desiring or intending to conduct the trade or business of plumbing in the City of Amsterdam, New York, shall be required to submit to an examination before an Examining Board of Plumbers appointed according to law, as to his/her experience and qualifications for such trade, business or calling. He/she must have served at least five (5) years as a journeyman plumber in the employ of a master plumber or in the alternative, must have procured the equal of such experience or qualifications in trade school training. It shall not be lawful for a person to conduct such trade, business or calling unless he/she shall have first obtained a Certificate of Competency from the Examining Board of Plumbers in the City of Amsterdam. For today, Wednesday, March 3, 2021, some areas of the City may experience low water pressure with the possibility of a total loss of pressure possible. Notice of Examination The Amsterdam Civil Service Commission announces the Open-Competitive exam for: FIREFIGHTER Open-competitive examination # 67-395 Amsterdam Fire Department Amsterdam, New York Date of Examination May 1, 2021 Last Filing Date March 25, 2021 Read this announcement in its entirety before filling your application. *******Application must be accompanied with a copy of your Driver’s License***** Vacancies: This examination is being held to establish an eligible list to fill future vacancies as they occur in the Amsterdam Fire Department. Starting Salary: $35,469.65 General Statement Duties: This class performs general firefighting and fire prevention duties. Employees in this class perform standardized manual work in combating and preventing fires, often under hazardous conditions. Although an employee is subject to firefighting duty at any time, regular assignments include a substantial element of routine maintenance and custodial work on station and equipment. Regular assignments also include responding to emergency medical calls and rendering emergency medical service to members of the public. All work is performed under the general supervision of a fire officer and inspected upon completion. Does related work as required. Minimum Qualifications: Graduation from High School or possession of a High School equivalence or comparable diploma as described in section 58 of the Civil Service Law; At time of appointment, candidate must be 20 years of age & show proof of Driver License. Other Special Requirements for Acceptance of Application: Possession of New York State Department of Health certification as Emergency Medical Technician -D (EMT-D) at time of appointment and maintain EMT D certification for the duration of employment. Appointees may be required to obtain and maintain Paramedic (EMT – P) certification for duration of employment. Appointees MUST pass candidate physical agility test, fitness and medical examination as administered. Residence Requirements: Candidate must be legal residents of Montgomery, Fulton, Saratoga, Schenectady, Schoharie, Otsego, or Herkimer County for at least one (1) month immediately preceding the date of the written test. Preference in appointment may be given to successfully candidates who have been legal residents of the City of Amsterdam for at least one month prior to the date of certification and at time of appointment.
