Subject of Examination: Subjects of examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas: 1. Grammar/Usage/Punctuation The grammar and usage questions test for the ability to apply the basic rules of grammar and usage. The punctuation questions test for a knowledge of the correct placement of punctuation marks in sentences. You will be presented with sets of four sentences from each of which you must choose the sentence that contains a grammatical, usage, or punctuation error. 2. Keyboarding practices These questions test for a knowledge of preferred practices in such areas as letter format, capitalization, hyphenation, plurals, possessives, word division, word and figure style for numbers, and common proofreading marks. In addition, there will be a passage to proofread followed by questions on how to correct the errors in the passage. 3. Office practices These questions test for a knowledge of generally agreed-upon practices governing the handling of situations which typists, stenographers, secretaries, and office assistants encounter in their work, as well as a knowledge of efficient and effective methods used to accomplish office tasks. The questions cover such topics as planning workflow; setting priorities; dealing effectively with staff, visitors, and callers; filing and retrieving information; safeguarding confidentiality; using office equipment; and making procedural decisions and recommendations which contribute to a well-managed office. 4. Working with office records These questions test your ability to work with office records. The test consists of two or more sets of questions, each set concerning a different problem. Typical record keeping problems might involve the organization or collation of numerical data from several sources; maintaining a record system, using running balances; or completion of a table summarizing data using totals, subtotals, averages and percentages. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone. 5. Spelling These questions test for the ability to spell words that are used in written business communications. The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication "General Guide to Written Tests" helpful in preparing for this test. ELECTRICAL REPAIR & MAINTENANCE EQUIPMENT & LABOR RENTAL DATED: January 5, 2022 SCOPE OF WORK City of Amsterdam solicits responses from qualified Electrical Construction/ Maintenance and Repair firms for electrical repairs (on sewer pump stations, electrical controls, street lights and traffic lights), and general electrical repairs on City facilities on an as-needed basis through June 2023. The work generally shall consist of electrical repair, or other electrical work associated within the City of Amsterdam as specified by the City Engineer through written purchase orders issued to the Contractor by the City Purchasing Department. The electrical crew shall be structured to meet the demands of each written job order. All work shall be paid on an hourly basis for the actual hours worked per classification. Price quotations shall include the following classifications: foreman/electrician with fully equipped field truck; apprentice with tools; and laborer with tools, each on an hourly basis. QUALIFICATIONS OF FIRM No response will be considered for award unless the firm submitting the response can meet the following conditions: • The firm at the time of the response must have at least ten years' experience in electrical repairs or replacement of electrical building systems and related components. Each foreman shall have equivalent experience as required by N.Y.S.D.O.L. • The bidder shall possess a current and valid license to conduct business in the State of New York. The Contractor is to supply all labor, small tools, transportation, and material lists to properly execute the work as described herein. The written purchase order will describe the location, type of repair material, depths, widths and yield required. The bidder must possess a current municipal electrical license. If not licensed in the City of Amsterdam, contractor must meet requirements for an Amsterdam Class B Electrical License as follows: * Liability Insurance Certificate with the City of Amsterdam named as additionally insured with minimum coverages of $1,000,000 per occurrence and $2,000,000 annual aggregate. * Current Masters License from another municipality, county, state, etc., (and/or any other documentation which the Electrical License Board of Examiners deems necessary) * Workmen's Compensation documentation per Section 57 of the Workers’ Compensation Law. Subject of Examination: Subjects of examination: A written test designed to evaluate knowledge, skills and /or abilities in the following areas: 1. Fundamentals of account keeping and bookkeeping These questions test for a knowledge of basic principles and practices of account keeping and bookkeeping. The questions test for recognizing account keeping and bookkeeping terms, concepts and relationships; recording financial transactions; and solving elementary problems in account keeping and bookkeeping. 2. Supervision These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. 3. Understanding and interpreting tabular material These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery or solar powered calculator for use on this test. You will NOT be permitted to use the calculator function of your cell phone. 4. Understanding and interpreting written material These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions ONLY on what is presented in the passages and NOT on what you may happen to know about the topic. Candidates not having access to a computer or the internet may request copy of the test guide from the municipal civil service office conducting this examination using the contact information found elsewhere on this announcement. Use of Calculators is recommended. Candidates are permitted to use quiet, hand-held solar or battery powered calculators or slide rules. Devices with typewriter keyboards, spell checkers, personal digital assistants, address books, language translators, dictionaries, or any similar devices including cell phones are prohibited. If an emergency prevents you from appearing for the examination, please notify this office no later than 9:00am on the Monday following the test date, (Tuesday if Monday is a holiday) providing verifiable documentation of the reason. A determination will be made if you will be scheduled for an alternate test date. The applicant should make sure every question on the application is answered and that the application is complete in all respects. All statements made by candidates in their application are subject to verification. This department does not acknowledge receipt of the applications. Candidates will be notified of the disposition of their application. Candidates will be notified by letter, of when and where to appear to take the written test. If candidates have not received a notice to appear for the written test three (3) days prior to the exam date, they should call our office at (518)841-4341. Do not interpret a notice to appear for, or actual participation in, the examination as an indication that you fully meet the announced requirements. Depending on the time available before an examination, applicants may be admitted on the basis of statements made on the application or conditionally admitted without prior review of the application. Under these circumstances, candidates not meeting the requirements will be disqualified and notified of such disqualification. Candidates subsequently disqualified after taking the test will not be notified of their score. Application Fees: A $15.00 non-refundable application fee is required for each separately numbered examination for which you apply. The required fee must accompany your application. Send a check or money order payable to City of Amsterdam. Write the examination number(s) and the applicant’s name on the check or money order. DO NOT SEND CASH. If your application is disapproved, the fee will not be refunded. You should carefully review the announced minimum qualifications and any residence requirements and apply only for those examinations for which you clearly qualify. Religious Observer/Disabled Candidates/Military Members: Applicants whose religious beliefs or military service prevent their taking examinations on the scheduled date and disabled candidates who require special accommodations to take the test should indicate the need for special arrangements. Military Service Members: If you apply for an examination during the filing period but are on active military duty on the date of examination is scheduled, you may request a military makeup examination. Contact Amsterdam Civil Service for more information. If you are on active duty or discharged after the filing period has begun, you may apply for the examination up to ten days before the test date. Section 23.2 Statement: This examination will be prepared and rated in accordance with Section 23.2 of the Civil Service Law. The provisions of New York State Civil Service Law, rules and regulations dealing with the preparation and rating of examinations will apply to this examination. Multiple Exam Takers: If you have applied for any other Civil Service examination to be given on the same test date for employment with NY State or any other local government jurisdiction excluding NY City, you must make arrangements to take all the examinations at one test site. If you have applied for both State and Local government examinations, you must make arrangements to take all your examinations at the State examination center by calling (518)457-7022 no later than two weeks before the test date. If you have applied for other local examinations examination, call or write to each Civil Service Agency to make arrangements no later than two weeks before the date of examination, as to which test site you will be taking the examination. Veteran’s Credit: Veterans or disabled veterans who are eligible for additional credit must submit an application for veteran’s credit with their application for examination or at any time between the dates of their application for examination and the date of establishment of the resulting eligible list. Applications for veteran’s credit are available from this office. Veteran’s credits can only be added to a passing score on the examination. Effective January 1, 1998, the State Constitution was amended to permit a candidate currently in the armed forces to apply for and be conditionally granted veteran’s credit in examinations. Any candidate who applies for such credit must provide proof of military status to receive the conditional credit. No credit may be granted after the establishment of the list. It is the responsibility of the candidate to provide appropriate documentary proof indicating the service was in time of war, as defined in Section 85 of Civil Service Law, and that the candidate received an honorable discharge or was released under honorable conditions in order to be certified at a score including veteran’s credits. Change of Address: It is the responsibility of the candidate to notify the Amsterdam Civil Service of any change in name or address for the duration of the eligible list. No attempt will be made to locate candidates who have moved. If any emergency prevents you from appearing for the examination, please notify this office (518)841-4341 no later than 9:00AM on the Monday following the test date, (Tuesday if Monday is a legal holiday) providing verifiable documentation of the reason. A determination will be made as to if you will be scheduled for an alternate test date. Application Fee Waiver: A waiver of application fee will be allowed if you are unemployed and primarily responsible for the support of a household. In addition, a waiver of application fee will be allowed if you determined eligible for Medicaid, or receiving Supplemental Security Income Payments, or Public Assistance (Temporary Assistance for Needy Families/ Family Assistance or Safety Net Assistance) or are certified Job Training Partnership Act/Workforce Investment Act eligible through a State or Local Social Service Agency. All claims for application fee waiver are subject to verification. If you can verify eligibility for application fee waiver, complete a “Request for Application Fee Waiver and Certification” form and submit it with your application by the close of business on the application deadline as listed on the examination announcement. Children of Firefighters and Police Officers killed in the line of duty: In conformance with section 85-a of the Civil Service Law, children of firefighters and police officers killed in the line of duty shall be entitled to receive an additional ten points in a competitive examination for original appointment in the same municipality in which his or her parent has served. Leaf Collection Program - The month of November 2021

FOR IMMEDIATE RELEASE The City of Amsterdam Department of Public Works announces that a pilot program for leaf collection and composting will take place during the month of November 2021. The objectives of the Pilot are as follows: • Remove as many leaves as possible from the City’s waste stream and measure the savings realized on transfer station tipping fees for doing so • Calculate the cost for converting the collected leaves into compost Reasons why every resident of our City should participate in this pilot program: • Composting will help eliminate the costly dumping of these leaves at landfills • Composting can replenish the nutrients in soil, which can then be used as topsoil for other City public works & parks and recreation projects • Composting helps reduce global warming. Leaves are an organic waste and when organic wastes are dumped in landfills, the dark, low-oxygen conditions cause the leaves to degrade into methane, one of the most destructive greenhouse gases • Composting not only prevents methane emissions, it actually pulls harmful carbon gases out of the atmosphere In order to participate in this pilot program, residents must place collected leaves in paper lawn and leaf bags only. It is also important for obtaining the most accurate results possible from this pilot program, that participants only place the leaves they gather (no twigs, branches or other type of trash) in the paper bags. Amsterdam True Value/ACE Hardware is graciously handing out five free large brown paper lawn and leaf disposal bags to the first five hundred residents of our City who go to their store at the upper level of the Riverfront Center and request them (proof of residency may be required). These bags can also be purchased from other local retailers. Residents are asked to follow this schedule when putting their leaves to the curb for collection: If your garbage is collected on: Leaves will be picked up: Monday Tuesday Tuesday Wednesday Thursday Friday Friday Monday Residents are asked to put their leaves out the night before the scheduled collection day.
